Clogged hydrant
Aside from frozen hydrants, there are other reasons for their dysfunction. For example, when somone opens a hydrant cap and throws something in: boots tree branches, clothes... In this fire it was difficult to get water from an engine deck-gun because a dirty hydrant had clogged the engine's pump.
